In order to promote green and low-carbon consumption and improve the protection level of consumers' right to know in the cosmetics field, Shanghai Consumer Rights Protection Foundation and L'Oreal, an international leading cosmetics enterprise, jointly launched the establishment of a special fund for health and low-carbon, which is also the first special fund for "green consumption" in China.

Shanghai Consumer Protection Foundation is a public welfare organization jointly established by Shanghai Consumer Protection Committee, 6 large enterprises and 1 public welfare foundation. The low-carbon special fund launched by the Foundation will be committed to improving consumers' health and safety awareness of the efficacy of cosmetic ingredients, and guide the cosmetics industry to establish a more open and transparent consumer communication mechanism in the areas of product health and safety and low-carbon green.

According to a survey on low-carbon and environmental protection consumption by the Yangtze River Delta Consumer Protection Committee Alliance last year, 90.1% of consumers said they would support green and low-carbon consumption, but more than 87% of consumers also said they did not know how to choose low-carbon and green products. To this end, the special fund will draw on the successful experience and practices in the world to promote the establishment of a low carbon scientific evaluation system and a labeling system for products in the domestic cosmetics field, so as to provide consumers with measurable and comparable authoritative information. In addition, the special fund will also focus on carrying out various public welfare science popularization activities to help consumers acquire objective, comprehensive and professional knowledge of cosmetics ingredients and advocate the healthy and safe consumption concept.
