Plastics are widely used in production and life and are important basic materials. However, the nonstandard production and use of plastic products and the recycling and disposal of plastic waste will cause waste of resources and energy and environmental pollution. In January 2020, the National Development and Reform Commission and the Ministry of Ecology and Environment jointly issued the Opinions on Further Strengthening the Treatment of Plastic Pollution, which not only put forward the regulatory requirements of prohibition and restriction on the production, sale and use of some plastic products, but also clarified the systematic measures such as promoting the application of alternative products and green products, cultivating and optimizing new business forms and new models, and standardizing the recycling and disposal of plastic waste. In September 2021, the two ministries and commissions jointly issued the "Fourteenth Five-Year Plan" Action Plan for Plastic Pollution Control, which proposed "scientific and reliable promotion of plastic substitute products".
