The problems such as small things and big bags, multi-layer packaging, excessive fillers, high prices of green packaging materials such as degradable plastic bags and environmental protection tapes, and weak environmental awareness of consumers are prominent.

First, strengthen the construction of standards. We will accelerate the development of mandatory standards for green express packaging at the provincial level and green packaging product guidance catalogue, standardize source packaging and reduce packaging, and achieve green, unified and recyclable express packaging. Establish a negative list and explicitly prohibit the production of non degradable packaging materials. The second is to introduce local laws and regulations. Standardize the packaging selection, garbage disposal, resource recycling and other links in the express industry in the form of local legislation, clarify the subject and scope of responsibility, implement the reduction and reuse of express packaging, and improve the green development level of the express industry. Third, strengthen policy guidance. We introduced support measures for enterprises engaged in research, development, production and use of renewable and recycled packaging materials, supported enterprises to increase investment in research and development of new technologies and materials, and promoted the reduction, greening and reuse of express packaging through subsidies or tax incentives.
