On November 12, the Department of Commerce of Hainan Province issued the notice on the development plan of renewable resources recycling industry in Hainan Province (2021-2025) (hereinafter referred to as the plan). It is planned that by 2025, more than 85% of the main varieties of renewable resources in Hainan will be recycled, more than 95% of townships, communities and administrative villages will establish renewable resource recycling outlets, and more than 90% of recycling personnel will be included in standardized management.
Since the 13th five year plan, especially since the promulgation of the Central Document No. 12, with the accelerated construction of Hainan national ecological civilization pilot zone and the continuous improvement of the recycling environment of renewable resources, an inter departmental collaborative promotion mechanism for recycling of renewable resources has been established, and a recycling system dominated by enterprises and renewable resources industrial systems such as recycling, disassembly and sorting, logistics and distribution have been basically established, The technology, equipment and scientific and technological level of renewable resources treatment have been significantly improved, and the contribution rate of renewable resources industry to GDP has been significantly increased. Haikou, Sanya and other cities and counties have improved the management system of renewable resources recycling and enforced the waste classification system, which provides a solid institutional guarantee for the accelerated development of the renewable resources recycling industry.
By 2020, there are 1389 renewable resource recovery enterprises (including self-employed households), 1155 renewable resource recovery outlets, 33 sorting centers, 4 distribution markets and about 40000 employees in the province. An infrastructure network system with enterprises as the main body, sorting centers as the core and collection stations (points) as the foundation has been preliminarily established. In 2020, the recovery of ten major types of renewable resources in the province was about 2238400 tons, an increase of 42.2% over 2015. The total output value is about 5.852 billion yuan, an increase of 94.81% over 2015
According to the plan, by 2025, the recovery rate of major varieties of renewable resources such as waste steel, waste non-ferrous metals, waste plastics, waste paper, waste tires, waste electrical and electronic products, waste motor vehicles and waste batteries will reach more than 85%, more than 95% of townships, communities and administrative villages will establish renewable resource recovery outlets, and more than 90% of recycling personnel will be included in standardized management. A renewable resources trading market, 6 provincial renewable resources information platforms, 6 renewable resources distribution centers (recycling bases), 23 comprehensive sorting centers, 5 professional sorting centers and about 3076 recycling stations (points) have been built. Integrate and cultivate a number of backbone enterprises to lead the industrial, large-scale and intensive development of the industry.
According to the plan, Hainan will establish and improve a new recycling model of renewable resources to meet the needs of the construction of Hainan free trade port, accelerate the digitization, industrialization and standardization of renewable resources recycling, and build the industry into one of the landmark projects to promote the construction of the national ecological civilization Experimental Zone (Hainan). It is expected that by 2035, Hainan will fully build a digital, green and low-carbon recycling system of renewable resources, the utilization rate of renewable resources of key varieties will reach the international advanced level, and the production equipment technology and remanufacturing technology of renewable resources will reach the international leading level.
