On September 2, the State Administration of Market Supervision issued the newly revised mandatory national standard for limiting excessive packaging of goods and food and cosmetics (hereinafter referred to as the "new standard"), which directly refers to the phenomenon of excessive packaging of food and cosmetics.
It is reported that the new standard will be implemented from September 1, 2023, covering 31 categories of food and 16 categories of cosmetics, including skin care lotion, loose powder, lotion, toothpaste, etc.
The editor noted that the next day, the official website of the State Administration of market supervision released "one picture reading | requirements for food and cosmetics to restrict excessive packaging of goods". Subsequently, Xinhuanet published the article "food and cosmetics packaging" seizing the host "and the introduction of mandatory national standards will bring new changes".
One is to clarify the concept of excessive packaging. In fact, people in the cosmetics industry have discussed over packaging for several years, but it has not been standardized, and this may be waiting for the right time. The new standard stipulates that excessive packaging layers, excessive porosity or high cost belong to excessive packaging. Except that grain and its processed products should not exceed three layers, other commodities should not exceed four layers.
In other words, cosmetic packaging should also not exceed four layers. In the past, many people used to think that the shell was too gorgeous and noble, and the disassembly was cumbersome and complex. Such things were over packaging. However, packaging porosity and packaging cost are also important considerations.
The former puts forward requirements for the net content of each piece of various contents from six aspects; The latter reminds enterprises to take measures to control that the cost of all packaging shall not exceed 20% of the product sales price except for the packaging in direct contact with the contents.
The second is that the standard not only puts forward requirements for brands and packaging materials, but also gives full consideration to consumers. Focusing on the problem of "how to identify small quality and large packaging", this paper uses the calculation formula of packaging porosity and specific cases to analyze. In summary, it follows the rule of "one look, two questions and three calculations". From a certain level, such attentive "teaching" just reflects the attention paid by the State Administration of market supervision to it. After all, this was relatively rare before.
Third, enterprises and markets have a two-year transition period. Throughout today's cosmetics packaging, the word "exquisite" seems to run through all. From another point of view, if we directly enter the new standard era, it will be difficult for enterprises and the market to adapt for a time. In addition, it may also affect production and business activities and produce new waste.
Obviously, this has given enough time for rectification and compliance. Finally, what I want to say is that this behavior of polluting the environment and wasting resources can not be done. After all, the value of cosmetics is not determined by the outside, and its internal quality is the ultimate demand of consumers!
