The meeting required that, in the next step, all member units should take the carbon peak and carbon neutralization work as the general traction to do a good job in the development of circular economy. First, we will continue to build a resource-based industrial system. Take the Industrial Park as the focus of work, guide the local authorities to organize and implement the transformation of recycling and clean production, improve the efficiency of energy and resources utilization, and reduce carbon emissions. Second, accelerate the construction of a recycling system for waste materials.
Take the construction of 60 key cities with recycling system of waste materials as the starting point, improve the recycling network of waste materials, improve the processing and utilization level of renewable resources, and orderly develop the second-hand commodity trading and remanufacturing industry. Third, deepen the development of agricultural circular economy. We will strengthen the resource utilization of agricultural and forestry wastes such as crop stalks and livestock and poultry manure, as well as the recycling of waste agricultural materials such as agricultural film and pesticide packaging, and promote the development and utilization of rural biomass energy according to local conditions. Fourth, strengthen the protection of laws, regulations and policies. We will improve laws, regulations and standards, consolidate the foundation for statistical evaluation, and further increase policy support. Fifth, it is necessary to strengthen the organization and implementation. Strengthen overall planning and coordination, implement the division of responsibilities, and do a good job in policy interpretation, experience promotion and other publicity work. Sixth, do a good job in the external work of circular economy. Actively carry out international cooperation on circular economy, actively participate in the formulation of international rules, put forward the "China plan" and tell the "China story".
