The Measures propose to strengthen organizational coordination and form effective synergy. Relevant departments should communicate progress in a timely manner in accordance with the requirements of the work consultation mechanism, and coordinate and promote the control of excessive packaging of goods and plastic pollution. At the same time, we will strengthen the role of leading demonstration and guidance. Administrative organs, social organizations, public institutions, and state-owned enterprises at all levels should take the lead in consciously resisting excessive packaging of goods and plastic pollution, actively implementing government green procurement policies, and actively selecting green and simple products.

The Measures require that a ledger be established and a reporting system be established for the use of packaging and plastic products by e-commerce, express delivery, takeout, and other enterprises. The report should be submitted to the competent department in January and early July each year. At the same time, strengthen law enforcement supervision, implement online and offline integrated supervision, investigate and deal with the unqualified e-commerce, express delivery, takeaway and other enterprises in accordance with the principle of "double random, one open", and publicly expose relevant negative behaviors on the portal website and official account of the industry competent department through the regular disclosure system.

The Measures emphasize the need to increase publicity and education, and widely mobilize the masses to participate in governance. Vigorously promote standards and policies for excessive packaging of goods and plastic pollution control through newspapers, radio and television, and the internet. Establish a "you take pictures, I handle" platform, smooth supervision channels, set up phone numbers, email addresses, etc. to facilitate the public's immediate feedback on the situation to industry regulatory departments and related enterprises such as e-commerce, express delivery, and delivery, and create a good atmosphere for active participation by the public.
