According to the requirements of the plan, promote relevant laws and regulations to systematically standardize the green development of postal express, and issue departmental regulations such as the administrative measures for mail express packaging. Formulate policy documents such as opinions on the implementation of green and low-carbon development of the postal industry. Formulate a series of standards for green packaging, low-carbon operation, energy conservation and emission reduction. Accelerate the implementation of the labeling system for degradable packaging products. Adhere to both restraint and incentive, and establish a green development management system with clear guidance and norms. Establish a reporting system for the annual plastic reduction of enterprises and the use and recycling of disposable plastic products such as plastic bags
Comprehensively improve the reduction, standardization and recycling level of express packaging. We will strengthen the control of plastic pollution in the field of postal express delivery, promote the source reduction of packaging materials, and improve the application proportion of green packaging materials and recyclable express packaging. Promote the standardization of express packaging, vigorously promote simple packaging and modular packaging, and eliminate excessive packaging. Promote collaborative governance between e-commerce and express packaging, and promote common supplies, unified standards and mutual recognition of platforms. Continue to increase the supply of green products, standardize and strengthen the recycling and reuse of express packaging waste.
In addition, promote enterprises to implement energy conservation and emission reduction requirements. Promote the establishment of a carbon emission accounting, reporting and verification mechanism for the postal industry, adapt to the requirements of carbon peak and carbon neutralization, clarify the statistical methods of carbon emissions, and strengthen the control of energy conservation and emission reduction. Promote the use of new and clean energy transport vehicles. Promote intelligent warehouse separation, scientific loading, line optimization and circular sharing. Accelerate the construction of a number of green outlets, green distribution centers and green parks. Strengthen infrastructure construction and save and intensive land. We will promote information-based supervision of ecological and environmental protection and improve the industrial ecological security guarantee system.
