The United Nations Environment Conference will be held from the end of February to the beginning of March, and will discuss the formulation of the first global treaty to deal with plastic pollution. Will China support this treaty?

What work has the Ministry of ecological environment done in the treatment of plastic pollution? What results have been achieved? What are the next steps?

In this regard, Liu Youbin, spokesman of the Ministry of ecological environment and director of the Department of publicity and education, said:

The prevention and control of plastic pollution is a common environmental challenge faced by the international community, and it is urgent to take joint action. The Chinese government has always attached great importance to plastic pollution control. As early as 2007, it issued policies and measures to restrict the production and sales of plastic shopping bags. It is one of the countries that carried out plastic pollution control earlier in the world.

The prevention and control of plastic pollution involves many links and departments. Based on its own responsibilities, the Ministry of ecological environment actively strengthens the treatment of plastic pollution.

First, cooperate with the National People's Congress to complete the revision of the law on the prevention and control of environmental pollution by solid waste, stipulate the pollution prevention and control of agricultural films, packaging materials and disposable plastic products, clarify the legal responsibility for relevant illegal acts, and greatly improve the legal binding force and deterrent force.

The second is to cooperate with relevant departments to print and distribute the opinions on further strengthening plastic pollution control and the action plan for plastic pollution control in the 14th five year plan, make overall arrangements for strengthening plastic pollution control, and improve the whole chain control system of plastic pollution. For two consecutive years, relevant ministries and commissions have jointly organized and carried out special actions for plastic pollution control, inspected the progress of local work, and effectively promoted all localities to complete various tasks on schedule.

Third, vigorously promote the pilot construction of "waste free city", take the use proportion of express green packaging and plastic film recovery rate as pilot indicators, and guide Chongqing, Shenzhen, Sanya and Shaoxing to explore replicable and popularized plastic pollution control models at the urban level.

"At the same time, we have also actively participated in and contributed to strengthening the control of transboundary movements of plastic waste under the existing mechanisms of the Basel Convention, promoting the adoption of the amendment to the Basel Convention on plastic waste by the conference of the parties and improving the level of environmentally sound management of plastic waste." Liu Youbin said.

Liu Youbin also said that in the next step, we will implement the legal requirements for plastic pollution control, promote the implementation of the opinions on further strengthening plastic pollution control and the action plan for plastic pollution control in the 14th five year plan, and control plastic pollution accurately, scientifically and according to law. At the same time, we will further strengthen cooperation with the international community and actively contribute China's experience and wisdom to the international community.
