Zhangzhifeng said that the CPC Central Committee and the State Council have always attached great importance to the whole chain management of plastic pollution, including marine micro plastics. In recent years, the development and Reform Commission, the Ministry of ecological environment and other departments have coordinated and coordinated, issued a series of policy documents, deployed a number of tasks and measures, and deeply promoted the whole chain governance and supervision of plastic pollution.

According to the relevant monitoring and evaluation results in the bulletin of China's marine ecological environment in 2021, the average density of floating garbage in China's coastal waters is about 3.6 kg / km2, and the average density of offshore micro plastics is about 0.44 PCS / m3, which is at a low and medium level compared with similar international surveys in recent years.

Zhangzhifeng introduced that coastal areas have taken the initiative and actively explored in the treatment of marine plastic pollution, and formed a number of good experience and practices. For example, Taizhou City, Zhejiang Province is actively exploring to create a new "blue cycle" model for marine plastic pollution control. The government and enterprises have made concerted efforts to organize fishermen to recycle marine plastic waste. The recycled plastic is uniformly transferred to relevant enterprises for batch regeneration, and made into high value-added products such as mobile phone cases. The income from the sale of products feeds back the fishermen involved in marine plastic recycling. Through such a "blue cycle", a new model of marine plastic pollution control has been formed, which is guided by the government, dominated by enterprises, coordinated by industry and participated by the public. It has made a valuable practical exploration to solve the pain points such as the difficulty of marine plastic waste collection, high-value utilization and multi-element co governance.

In the next step, the Ministry of ecological environment will work with relevant departments in the following three aspects:

First, strictly control the source of plastic waste and prevent it from entering the sea. In accordance with the requirements of the work deployment of the 14th five year plan, promote relevant departments and local governments to further strengthen the source reduction of plastic production and use, accelerate the recycling and disposal of plastic waste, and significantly reduce the environmental leakage of plastic waste. At the same time, guide and urge coastal areas to intensify efforts to do a good job in the source control and prevention and control of plastic waste entering the sea, and take multiple measures to reduce the source discharge pressure of marine waste.

The second is to promote the coastal local governments to strengthen the control of marine garbage and plastic pollution. We will continue to strengthen the monitoring and supervision of marine garbage and micro plastics, and guide and urge coastal areas to establish and improve a long-term mechanism for marine garbage removal.

Third, strengthen publicity, education and public participation in marine garbage prevention and control. The treatment of marine garbage urgently needs the care, support and active participation of the general public.
