A few days ago, Ma Yongsheng, a member of the National Committee of the Chinese People's Political Consultative Conference, Chairman of the Group Company, and Secretary of the Party Leadership Group, said in an interview with reporters that it is recommended to strengthen the top-level design of the circular economy industry, increase efforts to tackle key core technologies, carry out commercialization demonstration of relevant technologies as soon as possible, strengthen government guidance on resource utilization, and accelerate the green transformation and development of the refining and chemical industry.
Chemical recycling of waste plastics is a globally recognized low-carbon and clean recycling method. In recent years, international chemical giants have accelerated their deployment in the field of plastic recycling, and more than 60 companies worldwide are studying waste plastic recycling solutions. The research on chemical recovery technology of waste plastics in China is basically synchronized with that of foreign countries, but there is an urgent need to form an industrial demonstration and establish a complete chemical recycling industry chain and related standards system for raw materials and products.
Biomass resources are mainly composed of various residues and wastes, including agricultural wastes, forestry wastes, domestic garbage, etc. Currently, the main ways of biomass utilization in China include power generation, briquette fuel, and gas production. With the rapid development of other new energy sources, the existing application channels of biomass are limited, and the application prospects of using biomass resources as raw materials to produce liquid fuels and chemicals are increasingly clear. However, there are also problems such as high collection and storage costs, poor economic benefits, and the industrial chain needs to be integrated.
In response, Ma Yongsheng suggested accelerating the pace of development and forming an effective way of industrialization and large-scale economic utilization. First, strengthen the top-level design of the circular economy industry. It is recommended that the national level formulate a comprehensive development plan for waste plastic chemical recycling, establish a systematic policy framework system, and orderly promote the establishment of industrial chains. Support large state-owned enterprises to establish national innovation centers for the recycling and utilization of biomass and waste plastics, and give full play to their advantages in the recycling and utilization of waste organic matter. Support and encourage local governments and large state-owned enterprises to unite, optimize the rational allocation of resources, and improve utilization efficiency.
The second is to strengthen key core technology research. It is recommended that the national level coordinate the joint research of industry, university, and research, promote collaborative innovation, and lead by leading petrochemical enterprises to increase the development of key technologies for recycling waste plastics and biomass, and establish industrial demonstration as soon as possible.
Third, strengthen government guidance on resource utilization. It is recommended that the state encourage and support units with concentrated membrane mixed waste plastics such as domestic waste landfills and paper mills to provide the generated waste plastics to relevant qualified enterprises for chemical regeneration, and establish a stable supply relationship for waste plastics. Strengthen the rational allocation of low value waste plastic resources under the guidance of the government, the planning and layout of recycling networks, and the construction of cluster infrastructure to improve the efficiency of resource utilization.
