At present, the current situation of renewable resources utilization in China is not satisfactory, mainly including imperfect recycling system, low technical content, lack of technical standards and so on. In the field of plastic recycling, the recycling proportion is low. According to relevant data, the overall recycling volume of waste plastics in China maintained a moderate growth trend from 2011 to 2020. In 2020, the recycling volume of waste plastics accounted for about 30% of the domestic waste plastics production, the recycling volume of waste plastics was about 22.23 million tons, while landfill treatment accounted for 31% and incineration power generation accounted for 32%. Among them, the recycling standards and certification system of renewable resources represented by waste plastics lag behind. Most varieties of renewable resources lack product technical standards, quality classification standards and testing standards. Especially in the field of waste plastics, there is a lack of industry standards in the recycling and deep processing links, which restricts the standardized and healthy development of the industry
2、 Ways of plastic recycling
At this stage, the total number of waste plastics processing and recycling enterprises registered in China has exceeded 3000, and the total number of waste plastics recycling and processing enterprises has exceeded 10000. Most enterprises generally have the characteristics of small scale and backward recycling and processing technology, and include countless illegal recycling, processing workshops or small factories. However, there are many small processing plants with backward recycling and processing equipment and low process level. Most of the enterprise labor force is cheap labor. Generally, a relatively simple way is used to treat waste plastics. A large number of toxic gases and waste residue and wastewater harmful to the ecological environment will be produced in the processing process. According to the different treatment methods of waste plastic resources recycling, the treatment technology can be divided into simple regeneration technology, modified regeneration technology, gasification regeneration technology, cracking regeneration technology, depolymerization monomer regeneration technology, etc. at present, most processing enterprises still use simple regeneration technology.
3、 Banning the import of waste plastics to promote the development of the industry
Before 2018, although the import volume of waste plastics in China decreased year by year, the import volume remained above 5 million tons. After the introduction of the policy of "prohibiting the import of foreign garbage" in 2017, the import volume of waste plastics in China was only 50000 tons in 2018, a year-on-year decrease of 99.1%, and the total import volume in 2019 was almost negligible, a year-on-year decrease of 100%. After banning the import of waste plastics, obtaining a stable source of renewable plastics has become a common problem faced by enterprises. Some large and medium-sized enterprises have begun to establish domestic recycling networks. It is expected that the industry concentration and technical level will be improved in the future. In addition, the enhanced "plastic restriction order" issued in 2020 proposes to increase the use of recycled plastics that meet the quality control standards and use control requirements, which is expected to promote the release of domestic demand for recycled plastics.
4、 Future development prospect of recycled plastics
At present, degradable plastics account for about 58.1% of plastic production worldwide. In the future, China will gradually solve the harm to the environment caused by traditional waste plastic treatment methods through three methods: plastic source reduction, degradable plastic substitution and plastic recycling. Developed countries and large enterprises in the world put forward requirements for the use of recycled plastic packaging to promote the demand for recycled plastics. Developed countries and large enterprises in the world begin to pay attention to the application of renewable plastics. Europe requires the recycling rate of packaging waste plastics to reach 50% by 2025, and makes a commitment to the proportion of recycled materials added to plastic packaging in 2025. It is expected that the policy will promote the demand for recycled plastics and the rapid development of the industry
At present, there are six kinds of waste plastics on the market, among which polyethylene and polypropylene are the two most important waste plastics. Waste low-density polyethylene is mainly used to make hose packaging such as toothpaste or facial cleanser, while waste high-density polyethylene can be used to make food bags, washing containers, milk bottles and other containers. Compared with traditional plastics, recycled plastics have greater environmental protection advantages. After the adjustment of products and industrial structure through technological innovation, China's recycled plastics industry has made great progress and is developing towards high quality, multi variety and high technology. The market environment of recycled plastics has begun to take shape. Recycled plastics can be seen in textile, automobile, food and beverage packaging, electronics and other fields. However, after the outbreak of the epidemic, the price difference between primary plastics and recycled materials is almost negligible, and it is far from the end. For a long time, the driving force for the application of recycled plastics in the Chinese market is still lower than that of raw materials. Therefore, the industry still needs to improve the competitiveness of recycled plastics to a certain extent through tax and policy incentives, so that enterprises have the power to deal with waste plastics, Otherwise, it will seriously crack down on the enthusiasm of recycled plastic enterprises and destroy China's advantageous waste plastic recycling system.
