Recently, the general office of Qinghai Provincial People's government issued the notice on accelerating the implementation plan of green transformation of express packaging in Qinghai Province, adhering to the priority of ecological protection, promoting the "green upgrading" of express industry, and opening up the bridge of green logistics supply chain.

With the sustained and rapid development of e-commerce and express industry, a large number of express packages are used and discarded, which not only increases the burden on consumers, but also brings great pressure on the carrying capacity of resources and environment.

Accelerating the green transformation of express packaging is the only way to realize the green and high-quality development of the express industry and the inevitable requirement for practicing the "three biggest" provincial positioning and building an ecological civilization highland on the Qinghai Tibet Plateau.

In order to implement the concept of green development and promote the green transformation of express packaging industry, according to the work deployment of the provincial government, Qinghai Provincial Development and Reform Commission and Qinghai Provincial Postal Administration studied and formulated the implementation plan for accelerating the green transformation of express packaging in Qinghai Province (hereinafter referred to as the plan), which aims to actively practice the new concept of "green revolution" of express packaging.

We will continue to promote green and low-carbon circular development and standardized management of the express industry, strive to innovate systems and mechanisms, cultivate and create a new model of circular packaging, promote the greening of production design, circulation and consumption of express packaging products in an all-round and whole process, and accelerate the formation of a new pattern of green development of express packaging in a new era of overall planning, strength and green coordination.

Combined with the key tasks of green transformation of express packaging, the plan puts forward work objectives in the near and medium term. The short-term goal is to implement the mandatory national standard for harmless express packaging materials and the express green packaging standard system by the end of 2022, and effectively implement the incentive and restraint mechanism for express packaging governance.

There are 10000 recyclable express packaging applications in the province, and the proportion of e-commerce express no longer secondary packaging in the Province reaches 90%, In Sanjiangyuan area and Qilian Mountain National Park, the proportion of e-commerce express no longer has secondary packaging reached 95%, and the standardization, greening and recycling level of express packaging has been significantly improved.

The medium-term goal is to further clarify the legal responsibilities of market players and the regulatory responsibilities of government departments in the field of express packaging by the end of 2025, form a long-term governance mechanism throughout the whole chain of express packaging production, use, recycling and disposal, achieve 100000 applications of recyclable express packaging in the province, and basically realize no secondary packaging of e-commerce express in the province, The use of plastic packaging is prohibited in Postal Express outlets.

Significant progress has been made in the development of new models and new formats of packaging reduction and green recycling, and the green transformation of express packaging has been basically realized.‍
