In order to promote the realization of "zero waste" of food delivery plastics, according to the work plan, Zhejiang will organize multiple entities such as food delivery platforms, resident merchants, university representatives, disposal enterprises, catering associations, and recycling and utilization associations to jointly establish the provincial food delivery plastic reduction alliance, consolidate the responsibility of food delivery merchants for plastic reduction, and reduce the growth of food delivery plastics from the source. At the same time, the alliance strengthens the connection between supply and demand markets and releases a list of production enterprises for takeaway plastic substitute products.

Zhejiang will also lay out waste collection facilities in areas with a large amount of plastic waste generated during takeout. If the food delivery platform enterprise is responsible for reasonably configuring collection facilities in areas with a large amount of food delivery plastic waste, such as university dormitories and canteens; Universities are responsible for the post operation and maintenance management of collection facilities. By setting up scan code labels on collection facilities, establishing a green recycling identification system for takeaway plastic packaging, and using scan code placement methods, relevant data information is integrated with the Zhejiang Carbon Inclusion Platform.

To better promote this work, the work plan is clear, supporting the production of plastic substitute products and the construction and expansion of backbone enterprises for waste plastic recycling to be included in major industrial projects in the province; Apply for investment within the central budget for projects that meet the requirements for green packaging research and development, specialized and intelligent recycling facilities, and large-scale utilization facilities construction.
